DOD has suffered from significant financial system weaknesses, problems of bookkeeping, incomplete documentation, weak internal controls.

Yet they cannot apparently complete paperwork to get paid by the Federal Government. So, what does that tell me? It tells me that there is something wrong with the process of filing a claim with the Federal Government.

Neighbors and constituents in Massachusetts have lost their homes and businesses.

We have had to rely on SBA, FEMA, and the Army Corps to get back on our feet.

We need to take proper steps to budget better.

It is common sense we do not properly budget for these types of disasters.

This is a solution in search of a problem. It is not something we need to do.
