Am I not correct this was neither in the original Lieberman proposal that came out of the Governmental Affairs Committee, nor was it in the compromise proposals that were on the floor before we went into recess? This is another one of these midnight strikes, additions, that is completely outside of any of the review process that we normally have, is that right?
