Madam Chairman, thank you, and let me join you and the other members of the subcommittee in welcoming the distinguished Secretary to our Interior Appropriations Subcommittee hearing.

Is there any way for--a more careful review can be made to be sure that the intent of the set-aside is carried forward and that some States are not treated too much better than everybody else, so--the consequences of being left out?

We wish it could be larger, but the budget constrains us.
