I concur with the chairman. The scale of need in both States is significant. While I know the committee would have liked to accommodate a greater amount of funding for Tennessee and Rhode Island, as well as other States, the need to stay within the top-line number in the administration's request has limited the amount of funding available. Given the limited funding available, it is appropriate to focus on States where the underlying economic need is greatest, and I will work to maintain the position described by the chairman.
