by number of sources- I am pleased to join the distinguished Senator from Hawaii, chairman of the Appropriations Committee, in presenting this supplemental appropriations bill to the Senate. The central purposes of the bill are to fund the military and diplomatic surge in Afghanistan, to respond to natural disasters in this country and in Haiti, and to address the immediate challenges we face from the oilspill in the Gulf of Mexico. It has been 5 months since the President announced his strategy to achieve stability in Afghanistan. Central to that strategy is the addition of some 30,000 troops into the theater, together with a significant increase in aid and diplomatic resources to the region. Congress has the responsibility and the duty to carefully review and consider the President's request for these supplemental appropriations and approve the expenditure of the funds that are necessary for a successful outcome, one that serves the interests of the United States. We must be mindful, however, that more than half of the additional troops called for in the President's plan have already arrived in Afghanistan. Spring and summer offenses are being mounted now and in the coming months will become critical to our chances for success. - I am pleased to present for the Senate's consideration today S. 1033, the fiscal year 1998 Agriculture, rural development, Food and Drug Administration, and related agencies appropriations bill. This bill provides fiscal year 1998 funding for all programs and activities of the U.S. Department of Agriculture, with the exception of the Forest Service, the Food and Drug Administration, the Commodity Futures Trading Commission, and expenses and payments of the farm credit system. As reported, the bill recommends total new budget authority for fiscal year 1998 of $50.7 billion. This is $3.2 billion less than the fiscal year 1997 enacted level, and $1.6 billion less than the President's fiscal year 1998 budget request. Reductions in mandatory funding requirements account for the overall decrease below the fiscal year 1997 enacted level, principally reflecting lower Food Stamp and Child Nutrition Program costs due to the enactment of welfare reform. Even with these reductions, $38 billion, or approximately 75 percent of the total $50.7 billion recommended by this bill, will go to funding the Nation's domestic food assistance programs in fiscal year 1998.3 sources1997govinfo.gov

I extend my appreciation for his strong leadership in developing and bringing to the floor of the Senate the Defense appropriations bill for fiscal year 2016. Specifically, I urge the Senate to do as he suggests. Let's get this bill before the Senate, offer amendments if Senators have suggestions for changes in the bill, and move ahead to completing action on this bill on time so we can predict with some certainty what our obligations are going to be and we can more thoughtfully with a sense of confidence know that we are doing the right thing to protect the security interests of our country, our citizens, and our interests around the world. We have before us an effort to move to the consideration of the Department of Defense appropriations bill for fiscal year 2016. The bill provides $514.1 billion in base budget funding and $58.6 billion in overseas contingency operations funding for the Department of Defense. The Senate Appropriations Committee has worked on a bipartisan basis to write and approve 12 individual appropriations bills this year for the first time since 2009. - I urge the Senate to approve the Further Extension of Continuing Appropriations Act, 2018. This legislation is more than a continuing resolution to sustain government operations at current levels through March 23. It incorporates a 2-year agreement setting defense and nondefense spending levels for fiscal years 2018 and 2019, the product of bipartisan and bicameral negotiations. This overdue agreement is necessary for Congress to meet its responsibility to provide appropriations to meet national security and other important needs around the country. This deal gives my committee a real opportunity to complete the fiscal year 2018 appropriations process with significant funding to begin rebuilding our military and address national priorities like veterans, infrastructure, and the opioid epidemic. This measure also provides necessary emergency funding to help victims of recent hurricanes, wildfires, and other disasters to rebuild their lives and communities. I appreciate the many hours of negotiations that have gone into this legislation. The cotton and dairy provisions are the outcome of months of joint efforts with my friend, Vice Chairman Leahy, to help cotton and dairy producers overcome economic hardships that threaten their livelihoods.
