But as we lead the world in an effort to eradicate terrorism, we risk advocating our position of leadership in an area that is just as vital to America's well-being: international trade. Or spelled another way: jobs. National security and economic security are not mutually exclusively. With more than 130 preferential trade agreements in the world today, shockingly, shockingly, the United States is a party to only three. This disparity has real consequences for us at home. American workers, manufacturers, and producers are losing markets for their products and income for their families. For their sake, we must take action to turn this around. Fortunately, Congress does have a chance to pick up the mantle of leadership once again by passing trade promotion authority. I urge all my colleagues to join me in supporting America's leadership role in the world by supporting TPA.2 sources2001govinfo.gov
- I rise today to support normal trade relations for China. American workers benefit most from the trading status with China. The facts I think are very clear. If we reject MFN, we do not improve the trade deficit, but we do lower or approve the loss of exports to China. In my State of Michigan alone, there is some $215 million in exports and over 5,000 jobs. If we translate that into the USA entirely, it is 228,000 jobs. China has been reported as the world's third largest economy, after the United States and Japan. It has, by far, the world's highest annual growth rate of 9 percent. We cannot exclude American companies, farmers, workers, goods, and services from this large market. For the sake of our businesses, our jobs, and our workers, we must reject this resolution. We must not slam the door on one-fourth of the world's population. If we really want to promote human rights and civil rights, and I do, and we want to plant the seeds of mutual understanding, then continue normal trade relations. - later this month, Members of the House will be casting their votes on one of the most important trade issues that we have faced in recent years. I am referring, of course, to extend permanent normal trade relations to China. The United States and the international community have been working together with China for decades to bring China into the WTO. For the first time in history, the doors of China's economy will be opened up to international commerce and competition. Congress will be faced with a simple choice then. If Congress passes PNTR, we will allow U.S. companies to freely participate in the nearly $4 billion Chinese economy. However, if we do not pass PNTR, American products and American workers will be denied this opportunity. Faced with these options, I think the choice is clear.
