With profound appreciation for your presence with us today and tonight, I offer a toast to Her Majesty Queen Elizabeth and to you and Mrs. Wilson.

I look forward with pleasure to the discussions that we will have on the major security, political, and economic issues before our two countries.

I ask the 94th Congress to give full consideration to the question of whether increased Federal spending--with its associated inflationary effects and implied longer-term commitments--is warranted for these programs at this time.

As President, I look forward to working with John during the 94th Congress.

Under my plan, of course, the States will get a refund for any added energy costs, if the Congress acts.

Let us get on with the job of solving this serious energy problem.

This proclamation that I am about to sign is the first step down the long and difficult road toward regaining our energy freedom.
