The United States has repeatedly pointed out that artificial increases of prices serve the interests of neither producers nor consumers in both developed and developing countries.
Substantial progress, together with lingering problems, mark developments in several areas.
For these reasons, I recommend that the Senate give prompt consideration to these protocols and give its advice and consent to ratification at an early date.
