I would urge you to try to work as quickly as possible.

I think that makes sense. But recognize that these sanction regimes have been imposed not only with bipartisan, but near-unanimous support in the Congress of the United States and that we need to step forward as quickly as possible.

There are bipartisan efforts to make sure that our sanctions are imposed properly.

U.S. leadership is vitally important, as we have seen with the enactment of the global Magnitsky statute.

This is an injustice that was done during the last days of the Trump administration.

I would just urge you to work with the staffs of our Committee on this issue, because it has been a real challenge for us.

We depend upon each State carrying its own load. We have had some challenges with some of our States.
