What I hope in the long term is, instead of worrying about necessarily what the studies say and what experts in Washington, D.C., say or some big university, some big hospital, what I am worried about is what my constituents say.

You promised again and again to have a full-time doctor there, promised and never delivered.
Thousands and thousands and thousands of veterans are waiting for care and your report says, well, we do not count them because they died before we got their records.
