Sam Brownback is a Republican politician who served as the Governor of Kansas from 2011 to 2018. Prior to his governorship, he was a U.S. Senator from Kansas from 1996 to 2011 and a member of the U.S. House of Representatives from 1995 to 1996. Brownback is known for his conservative positions on social issues and his advocacy for tax cuts and economic development in Kansas. During his tenure as governor, he implemented significant tax reforms aimed at stimulating the state's economy, although these policies faced criticism and led to budgetary challenges.

In the House of Representatives, I was fortunate enough to have been involved with the passage of this amendment during the 104th Congress and I am honored to be active once again in our efforts to pass this important amendment, and to help secure the American dream for future generations. Now, proposing an amendment to our national charter is not something to be taken lightly. It should be undertaken only for the most important of causes. The Constitution has guaranteed and protected the freedom of the American people. But it can only continue to defend those freedoms if we give it the ability to defend them. An amendment to balance the budget will give our Constitution the strength it needs to continue protecting and defending the freedoms that so many Americans enjoy. A balanced budget promises hope for the future, not fear as the naysayers will tell you. It promises to draw down interest rates, spur new investment decisions and increase our gross domestic product. It promises lower unemployment and more take home pay. And very importantly it promises to help protect our Social Security system. Without it our economic security is threatened. - I rise to introduce a joint resolution for myself and Senator Kyl regarding the United States' commitment to preserving freedom in Hong Kong. It is not simply the responsibility of the United States, but also of the Administration of Tung Chee Hwa, Hong Kong's chief executive and the People's Republic of China. This resolution emphasizes an isolated event taking place on July 9 of this year--the passage of draconian laws on sedition, subversion, and theft of state secrets. This law evokes something out of one of the novels of George Orwell. Just as the resolution states, the law, as now drafted, is vague and overly broad in its definitions of subversion, sedition, and official secrets. The Secretary of Security, an appointee of the Government of the People's Republic of China, would have very broad authority to ban organizations not approved by his Beijing masters. Nothing less than the survival of the Catholic Church in China and the Falun Gong, a quasi-religious practice that emphasizes breathing and meditation, are at stake with this law. Beijing has clearly targeted these and many other groups promoting democracy and human rights. In addition, the Secretary of Security would have the authority to waive the right to notice and the right to be heard--something that person could execute on a whim.3 sources2003govinfo.gov
- I rise with several of my colleagues today to bring to the attention of this body a severe situation in the western part of Sudan. The Darfur region is facing an acute humanitarian catastrophe, which has been cited by some individuals as the worst humanitarian crisis in the world today. For over a year now, government-backed militias have been carrying out savage attacks on innocent civilians and have engaged in the use of rape as a weapon, abducted children, destroyed food and irrigation systems and burned villages. We are gravely concerned about the violence that persists, despite the April 8 cease-fire agreement. Recent estimates report that 3 million people are beyond the reach of aid agencies trying to provide assistance in Sudan, and mortality rates in the Darfur region are catastrophic. The Darfur disaster has forced staggering numbers of people to flee their homes. More than 800,000 people have been displaced, with more than 100,000 of them crossing the border into neighboring Chad. Less than half of these refugees are living in UNHCR camps. Refugees International reported yesterday that 540 refugees in Chad are near death due to lack of food. To make matters worse, the rainy season is expected soon, at which time roads will be impassable and the delivery of aid extremely difficult. Human Rights investigators have finally been allowed into the region and we anticipate their findings later this week.3 sources2004govinfo.gov
- I am proud today to be offering a bipartisan proposal for campaign finance reform with my distinguished colleague, the senior Senator from Wisconsin, Herb Kohl. Mr. President, those of us who have spent the balance of our congressional careers working to build public trust in the political system know of the difficulties in offering constructive alternatives. Any legislation which fundamentally alters the way public officials seek election is bound to attract their attention and intense scrutiny--as it should. Mr. President, Senator Kohl and I believe this proposal offers a hopeful avenue for progress. Recognizing that any reform effort must be bipartisan to succeed, the legislation we are offering establishes a fair and independent process to bring this issue to the floor of the Congress for consideration. Without prejudging any outcomes, this bill would help to break the logjam which threatens to prevent even meaningful consideration of alternatives for reform.
