while we may differ on the support ultimately of this legislation, I, too, wish to commend the Senator from Minnesota for his very constructive approach on the school-to-work legislation. As Senator Durenberger outlined, he talked to many people. He thought about it. He worked with many different concerns on this legislation, and that is how good legislation should be achieved. So I certainly value his contribution and am particularly pleased he is going to support the amendment on giving the States a waiver as well. I thank the Senator.
