I understand how important the loan guarantee provisions of S. 1044 are to the health centers. The States are rapidly moving to managed care systems for Medicaid recipients. In order to continue serving these individuals and other low-income, uninsured individuals, centers must have the ability to form viable, competitive networks and plans. The loan guarantee program will benefit centers across the country, including rural centers who are now trying to position themselves for the movement of managed care into rural areas.
