I certainly understand and sympathize with the distinguished Senator from Alaska [Mr. Murkowski], who, as chairman of an authorizing committee, has before us an important bill on which time has been spent and many hearings have been held. It is enormously frustrating not to be able to have that put before us and acted upon. I am very supportive of the efforts he spoke of regarding the Presidio bill.
