My concern for the conservation of whales is widely shared---both throughout the Government and throughout the country.

I urged swift approval by the Congress of the Minority Enterprise Small Business Investment Act of 1972.

This expansion should not be delayed.

I think you know that I am strongly committed to the Minority Enterprise program.

I am most hopeful that your Committee and the Subcommittee on Small Business will schedule the MESBIC legislation for hearings in early May.

It is my hope that other governments will also take steps to strengthen the work of the International Whaling Commission.

We should avoid delay on this bill.

It is of great importance that the MESBIC legislation be given early attention by Congress.

We are not trying to conquer North Vietnam or any other country in this world.

MRS. NIXON and I join with fellow citizens across the country in mourning the death of Arthur Summerfield, and in expressing our deepest sympathy to his family.

I have flatly rejected the proposal that we stop the bombing of North Vietnam as a condition for returning to the negotiating table.

I HAVE sent to the Congress a supplemental appropriation request for $40 million to expand the campaign against cancer.

And we must not falter.

Let us bring our men home from Vietnam; let us end the war in Vietnam.

We will not be defeated, and we will never surrender our friends to Communist aggression.

He was an ardent and dedicated Republican.

He will be remembered by history as a great American whose career was symbolic of the finest aspects of our national character.

He was devoted to his country, and in his service to both party and country he earned the high admiration of men and women from both sides of the political aisle.
