Richard Nixon: “I, Richard Nixon, President of the United States of America, do hereby proclaim April 28, 1972 as National Arbor Day.”

It is essential that we move ahead to revitalize the global trading system through multilateral negotiations.

I invite the Governors of the States and of the Commonwealth of Puerto Rico and other officials at the local level to issue similar proclamations.

This, more than anything, is what I hope will be my legacy to you, to our country, as I leave the Presidency.

I am firmly convinced that the record, in its entirety, does not justify the extreme step of impeachment and removal of a President.
