Let us remember, however, that the Vietnamese paid a much heavier price for that conflict which was indeed one of the epic conflicts of the Cold War.

The people of Vietnam deserve special attention. They deserve the special attention that this legislation gives them.

Also, I would add to that that we do need to eliminate the duplication. And we also need to make sure that whatever we set up has accountability and that we have a breakdown of accountability in this system right now.

Something is wrong there.

Let me just note, Mr. Chairman, that there are some things the government has to do and there are other things that can be contracted out.
