I rise in support of H.R. 1883, the Iran Nonproliferation Act of 1999. I have been a cosponsor of this bill because I feel very strongly about the need to control proliferation of weapons of mass destruction. The end of the Cold War did not mean that we have escaped the threat posed by those who would do harm to us or to our allies in the world. There is a very real threat posed by the proliferation of dangerous weapons technologies into the hand of our enemies. We must do all we can to see that they do not succeed in getting those harmful technologies. I see H.R. 1883 as one of the ways in which we can help to control proliferation. It sends a strong message to those who would proliferate that the United States will not stand idly by. This bill is not intended to take away from the efforts currently being made by the administration to control proliferation. Neither is the bill intended to slap in the face those in the Russian Government who are trying to stem proliferation. In fact, I want to note the progress that has been made over the past year by the administration and the Russian Government.
