What is stopping us would be this amendment. This amendment simply is not drawn, as much as the gentleman would like for it to be drawn in a narrow sense and as much as he would like for it to be a scalpel, it is not. Maybe, again, all working together in the future, we could come up with a better one. Right now, the intention is not what has resulted.
