Is it not also the case that at no time within this Presidency is the debt decreasing; that it continues to increase over the 5-year budget period? We often get confused with the concepts of deficit and debt. When we discuss declining deficits, aren't we only discussing the decrease in the size of the increase in the debt, but not the size of the debt itself?
