I say the other side of that coin to the chairman of the committee is Secretary Babbitt who had said that he would force them to accept whatever offer he makes or remain inholdings forever. The other side of that coin is the arrogant abuse of the power not to pay a fair market value. What we are trying to get at here is directly the basis of what the Senator from Utah is trying to say.
