Is ISIL an imminent threat to the United States?

From a national security point of view, we should be able to independently operate against ISIL in Afghanistan.

I think that makes perfect sense. If I am in the Army, I do not want to tell the enemy, after 3 years, we are going to have to stop and start all over again.
