I'm concerned about what seems to be an insatiable desire of the Federal Government... to own more and more.

I just can't in good conscience, Mr. Chairman, support something that will allow the Government to continue to feed this beast and 'indebt' future generations.

The timeliness of this hearing is ironic.

These truck drivers are human beings. They are not computers or machines. People need different amounts of rest.

We should tell these other countries that we may have to start reducing not only our direct foreign aid, but even, more importantly, all the aid that we are doing through all these other departments and agencies in the Federal Government.

Well, I hope that we keep that in mind as this legislation progresses.

When they are too big to suspend or debar, it is a problem.

I think we need to make sure that as good stewards of American tax dollars that the NGOs are doing with the money what they are supposed to do.

That sound terrible, to keep giving taxpayer money to companies and people that are actively supporting terrorists.

However, I am concerned that we are considering taking a transparent, reliable, accountable, and highly efficient program that has worked well for almost 60 years with strong bipartisan support and are replacing it with a black box program.

We also need to make sure that this money doesn't find its way to the hands of the dictators around the world that have been notorious for lining their own pockets with U.S. foreign aid.

I think we have a responsibility to be good stewards of the American tax dollars, and I believe that the majority of Americans would agree with this type of foreign aid.

To go out off the Atlantic coast and find out whether there are resources there, without any sort of hope, promise, or certainty that area is going to be opened up at some point in time?
