I think, to answer the gentleman's question, there appears to be, with this whole derivative thing, the fact that things are changing from moment to moment and from hour to hour. Every time we pick up a newspaper something new has happened, and we are learning something new about it all the time. If I may respond to one of the comments that I think the gentleman from California [Mr. Cox] made, he mentioned the fact that this carve-out did not exist and the Dodd-Domenici language did not exist in his bill, but I think things have changed dramatically.
