With regard to rules that are prescriptive in nature, would those kinds of rules leave some of these entities or some of the practices out of regulation?

Do you think that is enough to deter manipulation?

We do sometimes engage in what folks at the state and local level would say unfunded mandates, meaning thou shall do the following and good luck getting it done without resources.

Madam Chair, thank you. Ranking Member Paul, thank you, and thanks to the members of the panel who are here for your testimony and for the information and testimony you will provide regarding best practices at a lot of great institutions.

I am deeply concerned that not every child is afforded the same access to education in the earliest years of life.

It is a major priority of mine, but I think it is shared by a lot of people across the country.

In a remarkably bipartisan effort, it has now been reauthorized for 5 years.

I guess in a larger sense, we thank you for your substantial and enduring commitment to public service over a number of years now.

We are going to fight really hard to make sure that we preserve it and we fund it at all costs.

I am most concerned about the funding of this program, which is the one program--and a tremendously successful program--that trains medical students specifically in children's hospitals.

It is my opinion that our country still lacks a real strategy for children.

Congress has a responsibility up here and is not fulfilling that responsibility.

We are seeing in Pennsylvania that the program right now is supporting renovation and expansion of existing stores in our State--I am sure this is true in other states as well--so they can provide healthy foods that communities want.

What I have tried to do over several years now is to try to create some opportunities where committees can have the benefit of those microloans where it is not only targeted but it is also in the context of incentivizing the growth in…

I wanted to try to maybe explore three issues. Dairy, an issue you and I have talked about over many years.

The biggest uncertainty sometimes is what does not happen here.

So certainly thousands of jobs, maybe not in the double figures.

Well, I will tell you--and I will wrap up, but, first of all, I want to thank you for your public service and your work on these particular matters.

I was telling the Chairwoman recently I have been wanting to actually be at a hearing where she was chairing.

So all of these strategies that lead to better results by way of rural development, economic development, regional approaches are going to be vitally important to help people dig out of that difficult circumstance.

But thanks for having this hearing.
