If we make the system more efficient and drive down costs, that gives everybody more money to spend on taking care of those problems.

When you talk about the infrastructure of this country, everybody knows we need to invest.
Public-private partnerships are part of that solution. I think it is a good tool in the toolbox, but it is not the toolbox.
