Is there an additional penalty for an adult bringing a child with them claiming to be a family member?
I am concerned about the pull factor here because most of the children that are coming as unaccompanied minors ... are coming because there is a family member already here.
That has not always been so. If you go back 15 or 20 years ago, if someone came into the country illegally as a child, they were not placed in the home of someone who also did not have legal status in the United States.

We are going to count on you because the individuals that are in the field that need access to those tools do not need to wait on technology to be developed that another agency already has.
What we do not want to have is a situation where FEMA shows up and says, 'We have it,' and pushing help away that is nonprofits, faith-based, neighbors, and communities.
So that is an issue that this Committee has met and worked on already, and worked on pieces of legislation to be able to help with.
What happens if we have a very simple change. We do not place an unaccompanied minor into a home with someone who is not a U.S. citizen.
You are saying to require that individuals are placed into a legal resident of the United States would require legislative action?
What is your best guess on the percentage of UACs that are placed in homes where they are not legally present in the United States?
I think we are setting you all up for failure in this, and that is the grand challenge that I am trying to figure out.
If the requirement was that we do not place a UAC with a sponsor that is not a legal citizen in the United States, what does that change?
You are out of bed space, but the alternative is what this Committee is complaining about, is releasing people into the country and we lose track of them.
What I am trying to figure out is, in going back to some of the prior conversation, if they are in foster care in my State and they are not showing up for hearings or we do not know where they live or they are not answering a phone call…
That is a number we should have, just to be able to get a good feel for that and what that would mean.
