Only one year after taking office, he was able to show significant improvements in every area of life in the District of Columbia. This was a city down on its knees only a few years ago. Now, it is about to go into the fourth year of a balanced budget and a surplus. The Mayor and the City Council have shown, definitively, that they know what they are doing. Anybody who looks around this city can see the difference. I hope that this body will leave the micromanagement of the District to the District. What the Mayor and the Council deserve after the improvements we have seen, is a clean appropriation, which after all, consists mostly of money from the District, and respect from this body so that elected officials in the city can, in fact, run the city.”
