The Export-Import Bank does have the authority to fund clean, efficient, renewable energy technology in order to make such projects affordable to developing countries. The amendment, I would like to point out, does not reduce funding to the Export-Import Bank, nor does it prohibit certain companies from asking for the Bank's support. The purpose of this amendment is merely to ensure that if the United States is going to underwrite energy projects, we are not aggravating the global warming problem. I think what we have been able to do on our side is to try to identify what is, unfortunately, a contribution of global climate change, not that that is the intention of the Export-Import Bank. I would agree with the gentleman that the Export-Import Bank does try to make contributions to these developing countries that would improve the quality of life.
