In the spirit of the remarks of the gentleman from Florida (Mr. Putnam) with respect to how we need to concentrate on research, I want to offer these remarks. I hope that the Rules Committee does not deny this House the opportunity to correct the mistreatment of the National Aeronautics and Space Administration which is occurring in this budget. {time} 1100 I am not as optimistic about this rule, so I rise to draw Members' attention to the underlying issue. NASA's contributions in the field of research, in the field of aeronautics to this Nation and the world are profound. From surveillance systems that monitor aircraft flight paths to the development of secure communications systems, NASA's research has been instrumental in improving our national security. NASA's research and NASA's aeronautics programs have also contributed substantially to the Nation's economy. Civil aeronautics is the major contributor to this sector's positive balance of trade, more than any other industry. We have a positive balance of trade in aeronautics, and we can attribute that directly to the work of research and development at the National Aeronautics and Space Administration, and this enables a new generation of service based industries, like e-commerce to flourish by performing the research that leads to inexpensive and reliable flights.…
