This culminates 6 years of very hard work dating back to 1988 when on a bipartisan basis then Congressman Jim Florio of New Jersey and this Member introduced legislation to elevate EPA to Cabinet-level status. What does this bill do? Here are some of the major features: the development of a strategic business plan and performance measurement system to improve and make more efficient Department programs and the use of resources; the appointment of a chief information officer to collect needed information and establish cost effectiveness; it improves public access to environmental information to assist businesses and enhance the public awareness; it creates the Bureau of Environmental Statistics to improve the analysis of environmental conditions and trends in order to better determine the effectiveness of environmental policies and programs; it establishes an Office of Environmental Justice to improve coordination of existing programs in order to provide environmental justice for all people; and it strengthens scientific integrity of the Department to ensure that the scientific information prepared by the Department is creditable and unbiased. Mr. Speaker, the Republican Heritage for the Environment dates back to President Teddy Roosevelt, and I would remind my colleagues that it was a Republican President, Richard Nixon, under whose leadership the Environmental Protection Agency was created.2 sources1994govinfo.gov
- I rise in the strongest possible opposition to this amendment. Let me tell you why. I am going to mention a four-letter word, and do not get nervous. Here is a four-letter word we can all use in polite company. It is called jobs. What is more important in America today than helping people who are unemployed obtain employment, helping people who are underemployed obtain a job? Jobs is indeed, and it should be, our favorite four letter word in this Chamber. And with the Economic Development Administration, we have an agency of the Federal government whose sole purpose is to advance that agenda, that is, the jobs agenda, for America. We all know, we have been victims in my district and many other districts to the downsizing, they call it, of the military. All across this country, military installations are being closed or are being significantly reduced. Sadly to say, in my own district, I am losing about 5,000 jobs because the Air Force is reducing the size of Griffiss Air Force Base. But I understand that. I do not particularly like it. I understand it. So what are we going to do? Are we going to put our tail between our legs and say there is nothing we can do? No, we are marching on the Philadelphia office of the Economic Development Administration, with plans in hand. We are saying to the EDA, look, it is your mission to help us. We want to work with you. - I rise to support my amendment. I am offering this amendment on behalf of myself and the gentleman from Tennessee (Mr. Gordon). This is a straightforward managers' amendment. The amendment makes technical changes to the bill. It also creates one inadvertent but substantive drafting error. Correcting the bill will make it clear that the Federal Aviation Administration retains its current authority to waive the requirements to obtain a license, while also making it clear that that authority does not extend to flights that carry humans. Finally, the amendment removes the requirement that crews sign reciprocal waivers of liability. This amendment is not controversial. It is bipartisan, and I urge its adoption.2 sources2004govinfo.gov
