this is an important outstanding issue that does need to be resolved, and it is my intention to address it in the final version of the bill. As Members know, H.R. 3070 as originally introduced mandates that prize contestants keep their intellectual property, although NASA may negotiate a license. The gentleman's substitute would require that prize contestants choose one of two alternatives: Either agree to give NASA a royalty-free license in order to accept the prize or waive the prize in exchange for the right to negotiate a royalty agreement with NASA. We have offered meritorious but quite different approaches, and we will have to figure out how to handle it in the final bill. I look forward to working with the gentleman on that.
