by number of sources- I rise as chairman of the Subcommittee on East Asian and Pacific Affairs to introduce S. 354, a bill to authorize the extension of nondiscriminatory treatment--formerly known as ``most-favored nation status''--to the products of Mongolia. Mongolia has undergone a series of remarkable and dramatic changes over the last few years. Sandwiched between the former Soviet Union and China, it was one of the first countries in the world to become communist after the Russian Revolution. After 70 years of communist rule, though, the Mongolian people have recently made great progress in establishing a democratic political system and creating a free-market economy. Since that time, there have been successive successful national and regional elections. Mongolia has demonstrated a strong desire to build a friendly and cooperative relationship with the United States on trade and related matters since its turn towards democracy. We concluded a bilateral trade treaty with that country in 1991, and a bilateral investment treaty in 1994. Mongolia has received nondiscriminatory trading status since 1991, and has been found to be in full compliance with the freedom of emigration requirements of Title IV of the Trade Act of 1974.4 sources1999govinfo.gov
- Mr. Speaker, perhaps the gentleman fails to remember, I know it was sometime ago, that we passed on the floor a Trade Adjustment Assistance Act. We said that since the events of 9-11 were so similar, that we attached a rider which provided $23 billion focused directly on those people who lost their jobs associated with 9-11 and the decision by the government to ground the airlines, and to make other decisions which disrupted business. I know since the Senate has not acted on that legislation that the gentleman may have forgotten that, once again, the House responded almost immediately with direct aid. This bill contains more than 9 billion additional dollars for unemployment. It says that we are putting 13 weeks of additional unemployment out there for those who need it, and the date for that being available will be moved back to March 15. That is in the bill, as well. If the gentleman does not believe that is adequate, that is his opinion. To say that we have done nothing, I believe, is a gross overstatement.2 sources2001govinfo.gov
- I tell the gentleman from New York if he wants to know who gave Bob Dornan the right to subpoena, the Congressional Record, October 20th, 1969, on rollcall number 235, the yeas 311, nays 12, the legislation that was passed overwhelmingly on a bipartisan vote supported and defended by the court most recently and the House. The fact that no one has used it, except for this particular time, does not mean it has not been there from the beginning. The point needs to be made that it is the statute that affords it. - I rise today regarding the introduction of the Indian Health Care Improvement Act Amendments of 2007. This legislation will reauthorize the Indian Health Care Improvement Act and provide essential improvements to the Indian health system. These improvements are needed to raise the health status of Indian communities where the mortality and disease rates are far greater than the national averages. For example, on the Wind River Indian Reservation in Wyoming, the average age at death is 49, according to recent data from the Indian Health Service. The reauthorization has been an on-going effort since 1999 and significant progress has been made particularly in the last two Congresses. The bill being introduced today incorporates provisions that the Committee has developed in the course of the previous two Congresses. Even though there may be remaining issues on certain provisions, the introduction of this very important bill will facilitate the process of resolving those issues. I look forward to continuing work on those issues and advancing a bill that is effective in addressing the health care needs of Indian people.
