It is obvious the gentleman from New York wants to make sure you do not hear this. As I said, you do not need 12 minutes to say this: If you vote ``yes'' for the Democrat substitute, you are increasing taxes over 5 years by $40 billion. That is the single largest tax increase since they were in the majority in 1993.
