I really want to thank Chairman Smith, Senator Booker, and also Congressman Tom MacArthur who helped me get Ocean County to be part of that HIDTA task force.

I get why Congress is sort of forced to consider this, but it is really odd to me that the United States Congress is trying to figure out how nonprofits retain or transfer risk.
States adequately govern insurance matters, and I just think this is--I get why we are here. But this is an odd place for us to have to be to tell nonprofits whether to retain risk or transfer it or how to transfer it.
I really appreciated Mr. Scott's remarks earlier. There are not that many issues where both parties actually want the same outcome around here.
They have to get this done because every week it seems we're hearing of more markets collapsing around the country, and, you know, 10 million people are depending on their insurance today.
I think it's a move in the right direction. For one, they built off the framework that the House established and I think that's helpful.
I don't believe our bill is mean at all. We're trying to solve a real problem.
I think that those fault lines are there just like in the House and the Senate is going to have to work through them.
There's nothing mean about trying to solve a problem that's a difficult one.
I will not describe a violent act against a woman as a pre-existing condition. I -- that, to me -- but what I will say is that this bill does not allow discrimination in health insurance based on that.
So getting paid fairly at every step of that chain is absolutely essential for my constituents.
