With respect to the effect of Interpretive Bulletin 94-1, in the appropriate procedural manner, Mr. Chairman, I would offer to change that section to say the following: Interpretive Bulletin 94-1 referred to in section 1 shall be null and void, period, because that is the intent of this section.
