Under the budget rules of the House of Representatives, when someone brings a bill to the floor that would reduce revenue flow of the Treasury, they normally have to show where it is going to be paid for. This amendment was given an exception to that, so it is not subject to a point of order. I wonder if anyone on the majority side could tell us where the $5 billion over the next 10 years is going to come from to pay for this bill.
