“this Member of the House believes, and shares this belief with many people in both parties across the country, that it is reckless and irresponsible at a time of war to be borrowing money to pay to reduce anybody's taxes. There used to be a time in this country when we had to sacrifice as a country, that everybody was part of that sacrifice. It is shameful that for the purpose of going home and delivering good news, we are borrowing money from our children. We should oppose this bill and we should support the substitute of the gentleman from New York (Mr. Rangel), because it is paid for; and we should stop this economic malpractice against the people of this country.”
