I understand this is a conceptual proposal, but we don't legislate concepts; we legislate statutes and they have real impact on real people.

The best scenario of the four is the status quo, which is grim. The other three compete in terms of their grimness.

It is appalling. But, you know, when all seems lost, there are some metrics... that make you feel a little more optimistic.

I believe that this rebalancing is the right priority for the country.
