The Department of Defense, even after you take away the purchase of aircraft carriers or fighter jets or what have you, is spending almost $1 billion every day of the week, every week of the year. Almost $1 billion. And sometimes the people who run that system of buying everything from software to lawn mowing services do a really good job. They provide value to the taxpayer and great tools for our servicemembers. But that's not always the case. A few years ago the Air Force went to buy a refrigeration unit to put on a plane, and they paid $13,000 for the refrigeration unit. Less than 24 months later, they bought exactly the same refrigeration unit for the same sort of plane and paid $32,000 for the same thing.
