let me begin by saying how honored I am to have a chance to rise while the distinguished Senator from Vermont is in the chair. I concur strongly with the majority of the arguments made by the Senator about the fairness of how our agricultural activities in our country are distributed. Sometimes our agricultural emergencies in the Northeast are lost sight of when we get around to supporting our family farmers and agricultural activities.
