If I am not mistaken--maybe the Senator from Michigan can refresh my memory--with Social Security we have something less than 10 percent of Americans now living out of poverty. That is what the whole design of the program was, to provide a fundamental foundation-- ``social insurance'' I think was the term the Senator used.
