My concern is that the discussion draft appears to grant FERC near-exclusive statutory authority to enforce state and federal mandates under the Clean Water Act, the Endangered Species Act, and agency Organic Acts.

As I have said before, the reality of the energy picture in the United States is changing rapidly.

So we have got an opportunity to focus on the common ground where, whatever the fuel source, less is more.

I do want to make clear I do believe there is a sincere effort on both sides to try to find common ground.

We need to review that report carefully, because I think it provides us with an opportunity for our committee to work closely with the administration.
