We're not creating a regulatory regime here, an environment that really cultivates and spurs innovation and keeps us competitive.

Shouldn't we just be really focusing on testing right now and rules with a focus on creating a good environment for testing?

This current patchwork of rules as an impediment to testing their cars in the U.S.

If this was around during the time of the Wright brothers, we would have never gotten off the ground in exploring air travel.

So if we're talking about large investments in infrastructure coming from the Federal Government, we as legislators should be looking into that.

Other countries are clearly leap-frogging over us by offering more flexibility to companies to test this technology.

I worry that our European allies and others might not be doing enough to help strengthen our security.

I am grateful for that response.

But, the omnibus that passed last year called for us to do those things.

I just want to say thank you. I know these hearings, as, I think, the Honorable Mr. Rodriguez was hinting at, can often be difficult, but please know I am one of those Senators that just appreciates your work.

Our diversity has yielded diversity of thought, diversity of innovation, diversity of accomplishment, and, I think, that is one of the things that makes America great.

We were founded not because we all prayed the same, not because we all looked the same, and not because we all heralded from the same genealogy, but rather because we were a nation of ideals.

It is not just Canada... It is France, dense country, big cities. They are doing one time going to the government, creating a use case.

We are the net global exporters of innovation, of ideas, of new technology, and we need to stay on that cutting edge.

Every single day that we have a restrictive, overburdensome, unnecessary regulatory environment, we allow other nations to outpace us.

We must have regulations that keep pace with innovation.

This should be bringing left and right together when it comes to issues of economic growth.

We have a regulatory regime that is undermining innovation at home and spawning it in other places.

Right now in America, we are killing innovation as a result of this. We are killing jobs.

And it puts you at a competitive disadvantage to other companies that might be----

I have a lot of concerns about what we are doing to choke innovation and through overly burdensome regulation.

We routinely underestimate the impact, the economic impact, when we have a new innovation.

I think all the panelists here believe that we should be a nation that makes sure that we are safe.

I want to say that yesterday morning was a perfect metaphor for the United States versus the rest of the world.
