You need to spell it out in the bill in much more precision than is in OPA 90.

I am hopeful that we will learn from their experiences so we know how to better help the victims of this latest oil spill.

I think we need to see how we can proceed. Can we create a circumstance that puts great pressure on the responsible party?

You also mentioned that under the Oil Pollution Act cities can recover only the net costs of the spill response, not the total of all diverted public service or lost taxes.

The victims of the Valdez recovered for 1 year of fish price loss, for the most part 1 year of catch.

Is that also your experience, Mr. Banta?

I have been disappointed they did not have this kind of equipment ready, because even though the chances for such a blowout were small, it was always possible.

Unfortunately for our country and for the world, this is not the first oil spill that we have seen.

I think that's going to be very important as we see some of these products coming in.

I've been active on a lot of those product issues, as have other people on this committee.

I'm a former prosecutor, so I'm always concerned that local law enforcement be properly looped in on issues.

And they need to get something like a renewable electricity and biofuel standards in place to get that return.

I mean, when you are losing $700 a cow--and that is what we lost in 2009--I mean, it takes an awful lot of guts to do something.

Senator Shaheen has authored a bill called the Forest Carbon Incentives Program Act, which I support.

I think we need to do a lot more work in this area.

I know my friend, Collin Peterson is working on it as well, looking into the next Farm Bill with the milk program.

In my opinion, a prominent button or link, given some of the numbers that we're seeing in the numbers with predators on the Internet, would make this a sensible way to handle this.
