I have to tell you, it is very difficult for me to go back to a townhall meeting in my district and tell people, this is what happens. When you mention the process, it is almost like a blank stare appears on their face. It is a blur. It is not an open process. I know that in many ways we have a system here that has worked for so many years and it has worked well enough that it seems things get done. But frankly, the thing that struck me is the fact that it is not open. It is closed.
