I am pleased to yield 2\1/2\ minutes to the gentlewoman from California (Ms. Lofgren), an effective member of the House Judiciary Committee.

I am pleased now to yield 3 minutes to the gentleman from New York (Mr. Nadler), to recognize his indefatigable work, a senior member of the Judiciary Committee.

I'd like to build on our Ranking Subcommittee--Mr. Cohen's remarks and speak directly to House Joint Resolution 45.

Without him, we would not be anywhere in the same universe where we are.

We in the Congressional Black Caucus have worked on this subject continually, and Brother Royce has always been there for us.

The bill limits what qualifies as an injury to only those actions that impact a plaintiff's 'body or property.'

This H.R. 1927 Fairness in Class Action Litigation is yet another measure that would shield corporate wrongdoers from being held accountable to victims whom they have harmed.

A strong copyright system requires a strong Copyright Office, obviously.

Today's hearing culminates the Committee's 2-year-long examination of the Copyright Act, a process that has involved 19 hearings and 99 witnesses.

The vast majority of federal law enforcement agents perform as we would hope, and in fact often engage in acts above and beyond the call of duty.

We have an obligation to the American people to investigate these issues, to find answers, and adopt solutions.

I call on this Subcommittee to address these issues by holding hearings and considering legislation concerning topics such as (1) the use of lethal force by state and local police departments.

We cannot ignore the fact that we have a crisis involving use of force by police in this country.

Unfortunately, H.R. 9 goes too far in its approach. And, for that reason, I continue to have serious concerns with this legislation.

We all agree that the exploitation of the patent process and abusive patent litigation practices must be stopped.

Excuse my tardiness. And of course Ms. Lee, I really wanted to be with you at your testimony.

I want to add my welcome to Director Sarah Saldana in her first appearance before the House Judiciary Committee.

States should be allowed to decide this question for themselves.

Banning online gaming is not the answer.

I have the following observations which lead me to oppose legislation to amend the Wire Act to prohibit non-state gaming.

Overly broad legislation could engender more, rather than less, litigation and weaken patent enforcement protections, thus discouraging investments in innovation.

One of the important issues that I think should be considered is legislative ways to stop abusive patent litigation because it affects small businesses, and startups, and innovators more profoundly than anybody else.
