Clearly, reconciliation between these two policies must be made.

If Congress does not address the projected negative balance in the Highway Trust Fund this summer, the Federal Highway Administration will not be in a position to reimburse Maryland.

Well, let me welcome everyone to this hearing of the Small Business and Entrepreneurship Committee of the United States Senate.

Believe me, those of us on the Small Business Committee were livid at the fact that this was included without consultation with the Small Business Committee.

Let me just point out my concern. Mr. Glover's testimony particularly underscores this, that there has been an historic hostility at NIH to allowing special allocations to small businesses within the innovative research program.

I want to talk about the current economic climate and how urgent it is for us to try to get some relief to innovative small companies.

Thank you very much for that testimony. Particularly, for some of the history, which I found very, very helpful.

We need to make sure that NIH continues its extremely important mission, that the universities can do the work that they are doing, and the small, innovative companies have the capital they need.

We have not taken advantage of the small, innovative companies that are out there that could help us a great deal with a relatively small amount of federal investment.

My point is, do you see any special effort by NIH today to reach out to small, innovative companies to try to make sure that they are included in the Recovery funds?

I support research funding for our universities. I think that is important research.

It is important that it be an open process. And I just would urge us, we need to develop what is right for America.

Let me ask you, if I might, about voting rights cases, because we have not really touched on that too much during this hearing.

We will not always agree, but I think it is important that we have these candid discussions.

I must tell you, I thank you very much for your comments as it relates to placing due process in regards to those that are going to be detained.

I strongly agree with you, and I think most of the Members of Congress strongly agree with you, with that statement.

We need to have better understanding from the international community as to what America is doing in regards to its detention policies.

It appears like it was an intentional effort, and I think the Department of Justice activities here could be very helpful to make it clear that we will not tolerate reverse redlining.

I think you have restored the confidence of the American people in the Department of Justice being there for all the citizens of our country.

We are moving under legislation that was, I believe, passed last year, to designate a new special envoy for North Korean Human Rights.

The best way to deal with that is the stated policy of the peninsula being without nuclear weapons.
