If this was a separate deal, cash-for-Americans, I would be agreeing with my colleagues on the other side. Ransom is unacceptable.

I think the judgment--the questioning of judgment on any settlement is a fair question.
There have been settlements that inured to the benefit of Americans totaling about $2.5 billion.
I don't trust them either. And actually, it sounds like my friends on the other side trust them more than I do.
This is how we really make the system work for everybody and meet our environmental objectives.
To fail to invest in our future, regardless of the economic situation, is shortsighted and stupid.
It is not just one big massive project we are talking about, but we are actually talking about a series of smaller projects.
