So would that be a reasonable requirement for communities to do it online, rather than paper reports?

But ultimately should a community have that capacity, even if individuals do not within it?

You know, clearly Flint is the perfect example of how water policy can just go completely wrong.

Does anyone disagree that encouraging real-time monitoring of drinking water quality can ensure that potential concerns which may have adverse effects on human health are handled in a timelier manner?

The timeliness of reporting water quality issues to the residents exacerbated the problem.

What do you think the big problem was, Doctor? Why did they not see it? Why was it not--why was the alarm bell not ringing so loudly that they did not respond?

So, as you look at WHO and what just happened with Ebola, have they learned the lessons, in your opinion, Doctor?

There is clearly a dynamic tension now that is opening up, in terms of the willingness of Congress to appropriate the monies that are going to be needed to deal with both of these diseases.

The United States that was the indispensable nation that brought to bear, at a critical moment...

So, your basic message is to fund Zika at the levels that it should be funded, but do not underfund Ebola as a result of making that choice--almost a 'Sophie's choice' between the two diseases and the impact it can have on families?

What are the lessons that you think we can take from Ebola and now apply to Zika?

And that will have to continue, in your opinion?

So, we will have to be there in order to ensure that, when these flareups occur, that the problem is contained quickly.

How indispensable is the United States, in other words, in dealing with this issue?

We must continue to build up health systems in the most vulnerable places so that we can prevent an even worse epidemic from again rising up to threaten people in Africa and around the world.

I think we need to take into consideration those views in this process.

I think we absolutely, as part of that rulemaking, should look at the appropriate role of State and local governments in the process.

We know that nuclear power plants, gaining access to those materials are at the top of the terrorist target list, so I recommend very strongly that you put in place a program to reexamine the measures that we have in place.

I just want to once again put the Commission on notice that the NRC is still not in compliance with its own policy and the law surrounding providing documents to members of your oversight committee.

So looking out in the years ahead, do you think that the SBA's budget and FEMA's budget will actually have to be increased in order to deal with the ever-increasing power of these storms to damage small businesses, Ms. Zimmerman?

We say, 'There but for the grace of God goes us.'

FEMA was just great, and I want to put that on the record.

Clearly, the weather is changing, and FEMA has to adapt to it.

These programs are going to have to be adjusted.
